Kyrgyzstan Seeks EBRD Financing for Kambarata-1 Hydropower Project

Kyrgyzstan is seeking financial backing from the European Bank for Reconstruction and Development for the planned Kambarata-1 hydropower plant, the Ministry of Finance said.

Kyrgyz Finance Minister Ruslan Suynaliev met with EBRD Managing Director for Central Asia and Mongolia Huseyin Ozhan on Oct. 5 to discuss potential cooperation. Bishkek proposed that the multilateral lender begin by providing technical assistance and grant financing for the project on the Naryn River.

Full-scale construction of the facility requires billions of dollars in capital expenditure, prompting the Central Asian nation to pursue international donors. Securing backing from the EBRD could help attract additional multilateral and commercial lenders to move the development into an active investment phase.

The discussions also covered the existing portfolio of joint initiatives. Kyrgyz officials indicated plans to accelerate the disbursement of previously allocated funds and streamline procurement processes ahead of a planned new partnership framework agreement targeted for late 2026.

While previous cooperation with the London-based development bank focused primarily on municipal water supply and municipal infrastructure, Bishkek is shifting its priorities toward power generation. Kyrgyz authorities view Kambarata-1 as a critical asset to eliminate domestic electricity deficits and support power exports to neighboring regional markets.
