Construction of the Krasnogorsky hydrouzel on the Irtysh River in Russia’s Omsk region has stalled following the bankruptcy of its general contractor, Mezhregionstroy. Official records in the Unified State Register of Legal Entities show the construction company entered insolvency proceedings on Aug. 27, making it the second major builder to collapse during the project’s history.
Mezhregionstroy secured a contract in 2022 to complete the first phase of the facility by 2025, under an overall project budget of 5.3 billion roubles. Regional authorities have disbursed approximately 3.1 billion roubles to the company to date, including 1.8 billion roubles in advance payments.
The contractor now faces more than 250 enforcement proceedings, with total creditor claims reaching 1.9 billion roubles. The regional transport and hydraulic structures directorate has assessed 26 million roubles in fines against the firm for project delays, while courts review additional claims totaling 173 million roubles. Regional prosecutors have also initiated legal action to recover 1.6 billion roubles from the company.
The hydrotechnical complex has suffered repeated disruptions since initial work began. Engineering company Mostovik started building the dam in 2011 but subsequently entered insolvency and was liquidated. Regional authorities must now seek alternative mechanisms to resume construction on the stalled site amid continuing court proceedings.
