RusHydro to Finalize Nizhne-Zeyskaya Hydropower Plant Design by September

The Russian energy corporation RusHydro is scheduled to complete the design phase for the new Nizhne-Zeyskaya hydropower plant in the Russian Far East by September of this year. The development of project documentation marks a critical step preceding physical site work, although the commencement of construction remains contingent upon several essential conditions.

Direct construction of the facility will only proceed once specific financial and legal matters are resolved at the national level. A primary requirement is the establishment of a formal mechanism for the return on investment. Furthermore, regulatory frameworks concerning the future reservoir must be finalized. The artificial water body is slated to become federal property, operating to serve various water user groups, while the hydroelectric station itself will provide critical flood control for the region.

Preliminary technical specifications indicate that the Nizhne-Zeyskaya hydropower plant will have an installed capacity of 400 megawatts. The facility is projected to generate an average of 2,130 million kilowatt-hours of electricity annually. Subject to the timely completion of preparatory stages and the issuance of necessary government approvals, the plant is expected to enter commercial operation in 2032.

RusHydro – the largest Russian energy company by installed capacity – operates more than 600 generation facilities. The combined capacity of all power plants within the group reaches 38.7 gigawatts. The Russian Federation is the principal shareholder, holding a 62.2 percent stake, alongside significant interests held by VTB Bank and the En+ holding company.
