Russia and Laos discuss hydropower upgrades and solar energy cooperation

Russia is seeking to return to the Southeast Asian hydropower market as officials from Moscow and Vientiane discuss terms for Russian involvement in upgrading Laotian power plants. Russian Deputy Prime Minister Alexander Novak said the cooperation involves the supply of turbine equipment and maintenance services for hydroelectric units.

The negotiations represent an expansion of a long-standing relationship between the two nations. Soviet and Russian engineers previously supported the development of Laotian energy infrastructure (including projects such as the Nam Ngum dam). Laos is looking for technical partners to ensure the stability of its national grid, while Russian industrial firms are seeking export contracts for power machinery.

Future collaboration may extend beyond traditional hydropower to include solar energy projects. Novak stated that building solar parks is a priority for the partnership. These solar facilities can be linked with existing reservoirs to manage water levels during dry periods, which helps to stabilize total electricity output in tropical climates.
