The state utility Chakan HPP has started the reconstruction of the Lebedinovskaya hydropower plant to strengthen the national power grid and reduce the risk of electricity shortages. The Ministry of Energy of the Kyrgyz Republic confirmed that China National Heavy Machinery Corporation was appointed as the general contractor following a contract signed in late 2025.
The project has a total budget of 13.8 million euros. The European Bank for Reconstruction and Development (EBRD) is providing the primary funding through an 8.8 million euro loan and a 5 million euro grant. Initial engineering and topographical surveys at the site are complete, allowing specialists to move into the design phase. Kyrgyz authorities noted that upgrading older plants is essential for grid reliability as the nation faces growing demand and high reliance on seasonal water flows.
Chakan HPP is also managing the KRED project to increase total generation through the construction of the Nizhne-Tarskaya plant and the modernization of the Bystrovskaya facility. The World Bank is financing this specific program with 43.2 million dollars in concessional funding.
Technical studies for the KRED project are being conducted by Qing Yuan Engineering Consultants. Representatives from the firm and the state utility inspected the sites in early 2026 to finalize preliminary reports and consult with local administrations. The development team is currently preparing for geological surveys, which will precede the competitive bidding process for a general construction contractor.
