Tajikistan to allocate over $1 billion for Rogun hydropower project in 2026

Tajikistan plans to allocate at least 10 billion somoni ($1 billion) for the construction of the Rogun hydropower plant in 2026, Finance Minister Fayziddin Qahhorzoda said during a briefing in Dushanbe. The central government will contribute 8.2 billion somoni from the state budget, while additional capital will be drawn from international development partners under existing agreements.

The minister noted that Tajikistan has satisfied the institutional requirements and conditions necessary to unlock grant funding from global lenders. The World Bank has initiated the first $350 million tranche of its support, with another $300 million expected to follow by the middle of the year.

Other financial commitments include $500 million from the Asian Infrastructure Investment Bank, which is set to release an initial $270 million. The Islamic Development Bank will provide $150 million, while $100 million contributions have been secured from the Saudi Fund for Development, the Kuwait Fund for Arab Economic Development, and the OPEC Fund for International Development.

In 2025, total spending on the Vakhsh River project amounted to approximately 11 billion somoni, including 2 billion somoni for Eurobond debt servicing. Officials from the Ministry of Energy and Water Resources stated that the activation of several financing agreements required time for procedural compliance. The government expects the external capital to increase the pace of construction – aiming to bring the third generating unit online by September 2027.
