The government of Kyrgyzstan has approved a draft loan agreement with the Eurasian Fund for Stabilization and Development to finance the construction of a surface spillway at the Kambar-Ata-2 hydroelectric plant, according to a cabinet decision. The agreement, which was approved under the chairmanship of Adylbek Kasymaliyev (the head of the presidential administration), must now be ratified by the national parliament to become legally binding.
Construction of the new infrastructure on the Naryn River is scheduled to take place between 2026 and 2029. Although the Kambar-Ata-2 facility has a design capacity of 360 megawatts, the government noted that expanding the plant’s infrastructure is essential for its safe and full-scale operation. The surface spillway will allow excess water to bypass the turbines, securing a reliable operating regime for the station.
This infrastructure becomes critical during emergency maintenance when technical protocols require a rapid reduction in load. By installing the spillway, the plant can mitigate operational risks during unforeseen outages. Furthermore, lifting these technical limitations will enable Kambar-Ata-2 to increase its total electricity output.
While the specific financial terms of the investment loan have not been disclosed, the government’s approval reflects its push to accelerate the development of domestic generating capacity. The upgrade of the Kambar-Ata-2 plant aligns with Kyrgyzstan’s broader strategy to overcome its electricity deficit by modernizing existing hydropower assets.
