Kyrgyz authorities have temporarily halted construction of the Isfayram-4 small hydropower plant in the southwestern Batken region after state inspectors identified deviations from approved design plans, regulatory officials said.
An unannounced inspection in the Kadamjay district revealed that the contractor had installed structural reinforcement steel that failed to match the approved engineering blueprints. Building regulators determined that the installation breached national construction codes and safety standards for hydrotechnical facilities.
The project general contractor, local firm Bai Stroy, was fined 200,000 Kyrgyz soms (approximately $2,300) for the violations. The regional architectural and construction oversight department issued a formal order requiring the company to dismantle or rebuild the affected sections to bring the metal framework into full compliance with the original specifications.
All construction and assembly activity at the site remains suspended. Regulators said work on the hydropower station will be allowed to resume only after official inspections verify that the contractor has resolved all reinforcement defects and met structural safety requirements.
