Ukraine’s state-run hydropower operator Ukrhydroenergo and Export Development Canada have signed a memorandum of understanding in Ottawa to cooperate on the reconstruction and modernization of Ukraine’s hydropower generation capacity.
Under the preliminary agreement, the Canadian export credit agency plans to provide financing for selected projects and help structure financial models. The arrangement is intended to facilitate the supply of Canadian equipment and engineering technologies to Ukrainian hydroelectric facilities.
Technical specialists from both sides will assess the condition of Ukrainian power plants in the near term to identify priority sites and establish operational frameworks. Ukrhydroenergo Chief Executive Bohdan Sukhetskyi said the utility aims to execute a comprehensive overhaul of its assets rather than short-term repairs, a process that requires foreign capital and Western engineering expertise.
Alison Nankivell, president and chief executive of Export Development Canada, noted that securing long-term energy reconstruction depends on innovation and financial risk mitigation. Canadian institutions plan to offer risk-sharing structures to support corporate participation in future reconstruction projects across Ukraine.
